What is ICOTS?

The Interstate Compact Offender Tracking System (ICOTS) is the nationwide electronic information system of the Interstate Commission for Adult Offender Supervision (ICAOS). The system is used by all states to track offenders who are authorized to travel or relocate across state lines. The system is also used to share information regarding offender movement under the rules of the interstate compact. Who has access to ICOTS?

Only individuals associated with the Interstate Commission for Adult Offender Supervision (ICAOS) or state compact offices have access to the ICOTS application. Some of the information contained in ICOTS is available to the general public via this Web site. How do I find an offender?

Search for an offender by navigating to the offender search area and search for an offender by name or state offender ID number. Only offenders who have completed their transfer will be displayed.

How do I find out more information about an offender?

Search for an offender then click on the name of the sending or receiving state to see contact information for that office. Then contact that individual compact office to obtain further information about that offender.
